Thing is, they did try to make stronger tanks, after they figured out they were in danger, and to learn from their lessons against the Soviets in 1939 (and some lessons they learned fighting British and American tanks in Southeast Asia). But the results of said projects came, not only far too late, but wouldn't have been able to stop the Soviet tanks much at all. And they wouldn't hold the American tanks back too much either considering how much air support the Americans generally brought with them...especially in the Pacific where most of the carriers were by the end of the war.
