It could be the hunters, but I'd say Team 13. (We've all seen how Ms. No-more-boot-camp shoots like)

A sniper running out in the open is killed by a sniper, how ironic.

The image is small enough that it looks like they both got turned into blood-splatters. :/

So seeing this was all Inazuma needed to track down the sniper. Girl is scary.

Right above the tower you can see new text. She heard the gunshot.
