I don't think anyone really expected it to be Admibro. In fact, they started off by listing why tempting Admibro with Hamakaze was really improbable. That said, it still won't actually be a kitten. It has to be something weirder to prove Hibiki wrong, especially as they're deliberately setting the expectations towards this punchline now.
