Why not let Nagato take out Hibiki (thus preemptively backstabbing her before she can inevitably betray them) and then shoot Nagato and Tenryuu?

Oh, right, because Hibiki is the author's favorite, so of course they're dumb enough to rescue someone who consistently wins at these exercises and just back-stabbed another team while using her own teammate as bait.
