Unfortunately (for some people), the hope for Mima won't be going away anytime soon now that CDS just revealed its culprit to be a vengeful spirit, an eternal criminal who escaped from Former Hell.

Of course knowing ZUN it's just gonna be a bait-and-switch, but until then expect more people to "feel it in their bones", as they say.

It's always a bloody bait-and-switch. As far as I can tell, he almost outright pretends everything from that era that isn't Alice or Yuuka never existed, and only rarely does he even acknowledge those two. I, like a lot of others, think it a gross waste of potential to just abandon all of these wonderful characters who actually did get some semblance of development. Sometimes I actually wonder if he legitimately uses Mima consciously as a carrot on a stick to bait and troll people. He's intentionally deflected questions about Mima in the past, so we know he's aware of the demand. He just doesn't care. Which is a shame. One of the people who actually got me into Touhou has lost a lot of interest because of the constant creation and discarding of characters. It's not sustainable.

I don't know what people expect with a series that has literally hundreds of characters. Honestly? It's their own fault for expecting things like that and start looking at whatever ZUN does from from that angle really, does that mean he can't do story involving vengeful spirit now because some people keep on expecting for a character that is unlikely to appear again and see a bait and switch from every corner? Even if she does appear again it's likely with some changes done to her like Alice and Yuuka, either appearance or backstory or even both. I like PC98 stuffs as much as the next dude, but I don't expect for ZUN to make them appear each time something with any resemblance to PC98 stuffs appear onscreen and from how I see it, just let ZUN do whatever he wants, if he wants to make some PC98 characters appear again he's gonna do it, if not then not.

Might just be a difference in viewpoint, but I never consider what he did to be "discarding characters".
For lack of better word, Touhou is a sandbox series. Much of what is canon is just a basis for doujin artists to create, to build, to expand on their own ideas. There is rarely a development big enough to shake the series; they mostly just go back to the status quo in fact. So with more characters he's just giving people more ways to play with the series, not really discarding them.

That said I'm not fond of his character choices in official work either. Mamizou is already a major player in FS, and now she's back in Suichouka. I know he (probably) needed a schemer type not named Yukari, but come on.

Thinking about it, he could've easily used Yachie. She's already established as being even more evil than Seiga.
