It's common knowledge anime art is a sophisticated version of stick figures. Sometimes the difference between them is so minimal an accesory like a hair clip or a hair band makes the whole character recognizable. Basically the accesory is the character by itself (especially in manga).

I would say it's more like dolls put on paper. The face and the body shape are practically the same while everything else can change. Mind you, it's not restricted to just anime. Disney-like designs and superhero designs also suffer from this problem.
