In the commentary, I think Rumia is referring to the sweets (based on her full dialogue in the game), but from just the quote given, it sounds like she might be referring to the children instead!

Rumia is supposed to be cosplaying as Koakuma, although it's kind of different with the white sheet thing. I like the little Daiyousei and Cirno charms on her bucket!

To be fair this is Rumia. It could go either way.
