it looks like the head is attached to the shield sideways. Made it wacky for me.
That's the joke. It's a reference to the original 1979 Gundam anime which had... inconsistant animation quality, witg many scenes became a meme due to how silly looking them are. To be fair, this scene is probably the animators trying to save time on drawing and animating the whole thing.
