The minimum requirement in the pool's caption stating If any 5 of the girls present then the the artwork can be added to itou's fleet pool, 5 of the girls are present at this artwork that's why i add it to the pool.

Still missing Yamagumo, but I get the idea and the possible reason as to why the artist did not include her.

Understandable, but it's not just about having at least 5 of them, it should actually be about the Ten-go girls specifically. Post with all of girls aren't tagged with Nishimura's Fleet, Kimura's Raiding Force, etc.
