I guess it makes the picture look more dynamic when she's aiming cross-eyed like that. The Sibyl System seems to include the cybernetic implants that give the Public Safety people augmented reality vision, so they don't need to use iron sights. With how messed up Academy City already is, adding on the Sibyl System would make things even weirder!
