Do they dislike the combination, or is it that they can't eat chocolate?
Pretty sure the 'humans' in Arknights world doesn't have the species-related food restrictions, so it's most likely the first. Although it brings into question: the Syracusians are 'modeled' after (obviously) Italian and so are their mafias, but is that stereotype extends to them hating 'westernized' dishes?

It has been mentioned by Dobermann to not give any of the Porro or Lupus the chocolate that the Doctor eats to recover his sanity. Which leads one to assume that that chocolate is real chocolate that is poisonous to dogs. They do have consumable sweets, several characters have making or eating them as hobbies or likes so there is also evidence that there is species safe food too.

We did have some insight via the Integrated Strategies 2 - Crimson Solitaire Monthly Squad Challenge. After realizing that their free meal voucher to a high-class Gaulish Restaurant was a sham, Chiave decided to try his hand at cooking for them instead. Upon Aosta and Broca hearing that Chiave wanted to try making a Siesta-style fruit pizza, Aosta immediately ordered Broca to tie Chiave up. And Broca agreed.
If you're curious, I'm guessing Siesta-style fruit pizza is their analogue to our world's Pineapple Pizza.

Amusingly, Siesta is Terra's equivalent of Hawaii. Broca, Aosta and Chiave all comes from Syracuse so the reason why Aosta and Broca stopping Chiave wasn't because the choice of the dish but the likelihood that he'll blow up the kitchen by upgrading the oven.

I thought it was because those sanity products has something like mustard extract mixed in them (which definitely shouldn't be given to dogs because their sensitive noses), but you might be on to something there.

Dobermann petitioned Closure to discontinue selling chocolate energy bars to the point that Closure, the money lusting vampire, caved and replaced them with salted egg flavored bars. So at the very, very least perro dislike the taste of chocolate.

It was salted egg yolk chocolate bars. Closure found them somewhere and bought a bunch of them, sending one to the player in the mail every day during an event. They were really popular, so she decided she would try selling them, which worked well until some Perro operators (Dobermann, Beagle, and one other iirc) raised a stink about it and forced her to stop. She ended up giving what was left over to the doctor.
Notably, it was specifically stated that the Perro operators had a problem with it, no one else. So I say it's pretty clear they were making a "dogs can't eat chocolate" joke. I could list all the reasons that doesn't make any sense, but they've never brought anything like that up again. Lupos don't seem to have this problem, since Texas eats pocky, and has since launch.
As for the pic, it's definitely a reference to Siracusans being disgusted by this affront to nature. Chocolate sauce spaghetti is one of the meals mentioned during the Chiave gang exchange. Chiave thinks it sounds nice, Broca and Aosta threaten to beat him to death. The entire scene is about Siracusans being proud of their cuisine, and Siracusa is obviously meant to be Italy.

Also I don't even know how to respond to this. If you actually read the IS2 Chiave gang dialogue, you would know that Chiave wants to try making a bunch of dessert dishes that Siracusans consider an insult to food. There is zero mention of him trying to upgrade anything, I couldn't even guess where that idea came from.
