So how many legend are there in JP server? Do all the girls get theirs or did they not do Haru?

Haru Urara has not had a legend race yet... I honestly don't know if the poor girl ever will. Not exactly a crowning achievement to beat the girl whose claim to fame is never winning a single race.

Imagine they made one for her but instead of your girls winning you have to make this npc urara win

Maybe it'll be like the Soft Keiba post-retirement race Urara won IRL... with additional anti-tryhard rules like:
1. Minimum finishing time. Go too fast and you'll get disqualified.
2. First place gets demoted to last place.
3. Races are asynchronous (each participant runs the race by herself at different times) so you can't even see how your rivals are doing.

...yeah, it's gonna be an RNG-fest.
