It's touhou and monochrome.
If one of the mods that actively checks touhou (ie not having it automatically filtered) is not on when it is posted or near when it is posted it is very possible it won't get noticed until it hits the "last second queue".
Even then it's thumbnail doesn't really jump out at you so many mods will pass over it again.
