As I think on that, I nominate Rinnosuke. Nobody, and I mean, NOBODY would EVER think he'd be behind saving Gensokyo. Quiet, rich (he's the only shopkeeper that is known, from what I gather), smart, probably the only one who can drive any sort of mobile.

Poor as fuck actually, he has no business sense and has to deal with Reimu and Marisa freeloading on his stuff all the time. Also, Marisa's dad is a shopkeeper in the village, plus a few other shop keepers shown but not mentioned in various manga.
