Going by the wiki the tag is for "When a girl is only wearing any type of coat such as a jacket, trenchcoat, labcoat, raincoat, etc." Given it's goal as a catchall, perhaps renaming the tag to like naked_outerwear might work.

The girl only definition probably should also be changed.

By extension, should any of the myriad other *_coat and *_jacket tags be renamed as well? Tags for specific styles of clothing like track jacket or trench coat should obviously be left alone, but tags like open outerwear, sleeveless outerwear, black outerwear, and so forth could cut down on the number of required tags in the same way as the change to legwear tags did in topic #8196.

Also, would naked cloaks be considered outerwear for this purpose?

Not all jackets are outerwear. A jacket is just a top with an openable front that's meant to be worn over a lighter top, usually over a shirt. Outerwear is clothing, usually a top, that's meant to be worn when outside.

Not sure if this naturally extends to the other tags, as this tag is more describing the character's state of dress as opposed to the other tags that seem mostly defining the state or type of objects themselves. If we wish to try and consolidate those, I think it would be better to discuss it in another thread.

As for naked cloaks, it's possible, but I think first would be whether raincoats and rain ponchos belong as they're quite similar to cloaks (and share similar function). If we have no issue with raincoats and rain ponchos belonging, then I think by extension cloaks naturally would fall under the term as well then.
