Create implication bubble_tea -> drink

BUR #4725 has been rejected.

create implication bubble_tea -> drink

Pretty straightforward.

Almost 85% of bubble tea posts aren't tagged with drink (1491/1755), so this is a worthwhile implication.

The only issue I can maybe see with this are posts like post #4364525 where it's depicted as a drawing, but I don't know if that's enough to deter this.
