I really think the other situation should be solved before this is handled. We need to imply the costumes to the actual characters they represent, not just the overarching catch-all so that when someone searches for jeanne d'arc (alter) (fate) they get all her costumes and variants, not just the OG design.

Otherwise this is another good step toward changing the costume gentags into chartags (these super general tags that apply to several characters especially should be done away with); also regarding the edit in the OP, if we do it for some, then we should definitely do it for all imo, even the characters with only 1 post.
My only question is how are we going to treat such a move with both Fujimaru Ritsukas and their Mystic Code/Craft Essence outfits (Chaldea Uniform, Chaldea Combat Uniform, Brilliant Summer, The Three Great Heroes, etc.)? I just wonder due to the mess involving *_(fate)_(all) tags, and that 'Fujimaru Ritsuka' is divided between fujimaru ritsuka (male) and fujimaru ritsuka (female). This could potentially create a brand new mess where, say we use Chaldea Uniform as an example, that would then have to be broken down into tags of their own, such as:
I doubt the solution will be so cut and dry when there is a fundamental difference between Mystic Codes and Craft Essence costumes too. At least with Mystic Codes, there are guaranteed to be designs for both genders. With Craft Essences, although it rarely happens, it's just one of the genders being portrayed, like Female Ritsuka for The Three Great Heroes and Summer Anniversary (post #4699835). I'm not sure if there are any CEs with just Male Ritsuka present, since he tends to accompany Female Ritsuka.

I was just worried about having too many qualifiers like what happened with *_(fate)_(all), but I'm ambivalent on the subject anyway. As long as a standard is defined, I'll be happy to follow along with it.
Issues I can see after quickly skimming through the BURs:
In BUR 8193: Line "Jeanne_d'Arc_(fate) chartags:1 heroic_spirit_formal_dress" won't work. Jeanne_d'Arc_(fate) is the catch-all tag for Jeanne, so searching that + chartags:1 will not have results, you're looking for jeanne_d'arc_(fate/apocrypha) and you'll need chartags:2.
Same thing for "Mordred_(fate) chartags:1 heroic_spirit_formal_dress" you're looking for mordred_(fate/apocrypha)
"Medusa_(Lancer)_(fate) chartags:1 heroic_spirit_formal_dress" This won't have results because Medusa_(Lancer)_(Fate) implicates Medusa_(fate). Same for both the Artoria Lancer lines and for the Cu Alter line.
There are probably some other lines I've missed that run into the same issue because of catch-all tags and implications, like Mysterious Heroine X Alter and so on.
In BUR 8192: "Mash_Kyrieligh chartags:1 heroic_spirit_traveling_outfit -> Mash_Kyrieligh char:Mash_Kyrieligh" the name is mispelt and I think the line is incomplete. As well as "Nero_Claudius_(fate) chartags:1 heroic_spirit_traveling_outfit" same problem as Jeanne and Mordred you're looking for nero_claudius_(fate/extra).
