The only things PPGZ has in common with PPG, is that both have three girls with powers, and PPGZ uses the PPG girls' names, for its own characters' code/hero names, and somewhat incorporates the same colour schemes, as well as having them share certain basic attitudes. (both Bubbles'es are ditzy, both Buttercups are tomboys)
Aside from those minor details, they are completely different.
To say that PPGZ is very loosely based on PPG, would be going too far, IMO.
At most, it's very loosely inspired by it (and I think that's being generous) so I fully endorse, treating them as wholly separate series.

It was co-produced by Cartoon Network Japan and Aniplex. It's not "loosely based on" or "loosely inspired by" the American Powerpuff Girls, it is just straight up an official Japanese adaptation of Powerpuff Girls.

It pretty much sums up PPGZ so I agree with treating them separately.

It's complicated to call it an 'adaptation' of Powerpuff Girls. Having way too many drastic differences from the source material, it's far from just being "Powerpuff Girls but anime". "loosely based on" or "loosely inspired by" seems more appropriate. It's even hard to treat the main trio in both as the same characters, as they have different names, personalities, powers, and background (they're not even sisters in PPGZ).

PPGZ is by definition a Japanese adaptation of PPG. They took the premise and characters, and adapted them into an anime for Japanese audiences.

I'm not arguing in favor of the implication, just that the reason it's probably not a good idea isn't because the two shows are completely unrelated. One is officially based on the other. We don't even have different tags for professor utonium, just one shared by both versions of the character.

Yes, it is the Japanese adaptation of PPG, certainly. Not worthy of being called that, IMO, but… it nevertheless is.
This is an obvious fact, that I have never disputed
…but that does not, in any way, disprove or argue against, my statements about how it isn't based on PPG, but only (generously speaking) very loosely inspired by it.
"Adaptation" doesn't equal "based on".
It should, in practice, mean that it is "based on", though …but "should"≠"does".

We should, for the same reason that the girls have separate tags. They are completely different characters.

The choice is either to make umbrella tags for everything:

...or just leave it the way it is. Leaving it the way it is is certainly easier. It's hard to even come up with good qualifiers for the original show.

It would almost definitely be easier to leave it as it is, especially since, given the usage of "PPG Classic" in your proposed qualifiers, we'd have to deal with the issue of acknowledging the 2016 PPG reboot (and at least one Japanese artist has done redraws of scenes from that reboot's crossover with Teen Titans Go).
