remove implication shiny_pokemon -> alternate_color
mass update shiny_pokemon alternate_color -> -alternate_color
create implication shiny_pokemon -> official_alternate_color

This tag implication predates official alternate color and is causing incorrect applications of alternate color.

official alternate color imo is a pointless tag that is redundant with our moving towards costume/skin tags. It's also 1/10th of the size of shiny pokemon, which means that tag will be absolutely flooded by them.
