Same artist.
They are a Chinese artist, and "烤冷面摊贩" (kaolengmian_tanfan) is a name they use relatively frequently.
On the other hand, "noss_(_erlkonig_)" is a newly created, somewhat informal artist entry name, so I chose to use "create rename" instead of "create alias" to merge them.
