Mega Zygarde and Complete Forme don't really look the same. Multilayered implications shouldn't be used when the forms don't look the same.

I don't know, not having the Mega form imply Complete Forme just seems off to me. Only Complete Forme Zygarde can Mega Evolve, and the Mega form is clearly iterating on the design of Complete Zygarde. If you ignore Mega Zygarde's comically oversized cannon, the two are more similar to each other than they are to any of the other forms, with similar head and body shapes. For all intents and purposes, Mega Zygarde is essentially Mega Complete Forme Zygarde.
