No, they're distinct.
outstretched_arms: Arms out anterior to the body.
spread_arms: Arms out laterally.

That seems about right. At least I couldn't find spread_arms or \o/ that aren't outstretched.

There appear to be a fair number of mistagged images then. No implication and do a once-over of images with outstretched_arms seems to be the way to go.
I think the implication spread_arms, \o/ -> outstretched_arms is fine.

I'm getting a little confused on the current use of \o/. I thought of it as both arms raised in the air roughly diagonally and straight. I see several posts that have arms bent towards the head (some look more like arms_behind_head to me), which looks very different. How exactly is this tag supposed to be used?
Since the wiki says "arms raised in joy" and the majority of what I see are tagged by one user, all the arms_behind_head posts should be simple mistags. It would be best to contact dean_exia directly about this (if he doesn't already read this thread).
