Howto:artist, help:artists, and the subject of renaming/aliasing

I'm unsure what separates these two wikis exactly- howto:artist and help:artists.

On top of that, I'm not finding any guidelines regarding renaming and aliasing artists. I've been guiding users for over a year now towards the Artist alias request thread but I'm only now finding out there's no actual rules stated in two wikis dedicated to this subject.

Is there a wiki I'm overlooking? I don't see a help or howto for alias/rename.

Probably the closest thing is the very first post in topic #7713, forum #46810.

I always thought it strange that some wikis are prefixed with “help:” while others are prefixed with “howto:” when there usually isn’t much difference between them. Why not just use one prefix for all of these?

Legacy stuff. Some oldbooru users made help:, others made howto:, other made about:. Much like with everything else, there was no standard back then. I've unified some of these in the past but there's still a lot of stragglers.

We use the help: prefix in the code (like help:home) so it's probably better to use that prefix when possible. Feel free to unify these two pages if you want to put in the effort.

I'm not entirely sure what I should write in about the aliasing/renaming, but I'll see about unifying it. Writing in new rules feels like something only an ordained pope-congressman should be doing.

Finished. I've combined them, gutted some redundant things and kept the other, and added some new points about wikis and editing artists. The order of points introduced has been reorganized slightly, to prioritize understanding before the creation/editing process.
