Longer rationale and context
The description of sex is counterintuitive. It is for either vaginal sex or anal sex, — when there is a penis involved; other sexual acts, such as paizuri, mutual masturbation and tentacles (tentacle sex) might count, but technically don't.
Even if we consider that most general tags are prone to some level of misuse, that description has been disobeyed to an exceptional level.
Most certainly, this happens because "sex" can cover so many things, and can "not" cover many sexual things, too — as in, "paizuri is sex, but masturbation isn't". There are even some old threads from people apparently believing that the tag is already broad enough to cover a number of different subjects, including "rape", "bestiality", etc. (forum #49326, forum #47068...) And, frankly, why not? But broadening the scope of that tag is not necessarily the scope of this thread; creating two other tags is.
They — anal sex and vaginal sex — would be much more reliable and self-explanatory than the current sex, because their wordy meanings like "penetration of a penis into a vagina" would be clearly implied just from the tag names.
Notably, we also have the tags "anal" and "vaginal" for any anal or vaginal penetration, penis included or not. If the new tags are created, then at least one basic search would be introduced...

Relatedly, my overall opinion is this: If people can only successfully use a tag after reading the wiki, the tag fails. We could as well have tag0001, tag0002, tag0003, etc. and just expect people to follow the descriptions. But, even when we use names that are less ridiculous than tag0001, people often don't do that. Maybe it's because relying on intuitive names alone is easier, more convenient; and wikis are boring.
(In addition, sex is really big, so it could use some breaking down into these specific very basic situations: vaginal sex and anal sex.)
