Does this even count as shota? Neither is nude, the boy is fully clothed, and nothing sexual is physically occurring.

But the definition that this site uses for Sexually suggestive doesn't cover that, "When something in an image resembles a sex act or organ, but really is something completely normal." and Shota is stated to require either sex or sexually suggestive content. In this case it's the Child tag and the Pedophile tag.

It doesn’t have to be visible if it’s pretty obvious what’s going on. There’s not much else of him to see either, though, so I kind of question the age_difference tag and thus also the shota tag.

The hips feels a bit too broad, only tagged it with loli because it was a translated tag.

Agreed, the size difference alone isn't enough to establish that the character is a child. You can't really determine age based on a tiny segment of clothed torso.
