She's actually Zuihou. Zuihou was a submarine tender named Takasaki before she was converted into a carrier just like Shouhou. But there were plans to convert her as a high-speed oiler but it seems they have favored more to convert her into a light carrier.

Zuihou was the second ship named Takasaki.
The first Takasaki was a transporter / seaplane tender and the third was a Sunosaki-class combat support ship.

Wait, what's with that tag anyway also? Since the devs never bother to add it anyway yet...
