Well, there could be multiple reasons behind it. Since Kansen is the face of WaHH, the copyright holders may have concerns in Kasen's image being spoiled in someway, or Azuma's private works being misjudged as official works. As a matter of fact, this "speculation" first came from Hirasaka Makoto's case; he also never drew any of the three fairies unofficially when the series was still running. Convincingly, after the end of the series, he's been drawing ONLY sangetsusei centered doujins, which somewhat proves he was attached to them even out of work but had a reason not to draw. In any case I should point out that Touhou is a lot more generous than others in this regard. In most of the cases I've heard, when a artist gets hired to take a role in some form of commercial work, he will get banned from drawing a doujin of ANYTHING that's related to the work. Even if he created the whole damn thing, it doesn't matter, unless you get approval from all of the copyright holders.
