She's not happy because she's the opposite of greedy -- she wouldn't mind getting the same amount as anyone else, but he gave her a lot more because she was more of a good girl than any of the other kiddy shipgirls (he explicitly said he was basing the amount of money on how good of a kid the shipgirl was, and nobody seemed upset at his assessment -- heck, it's notable that Akatsuki only made a fuss about him telling her "be a good kid this year too" rather than the fact she got less money than Hibiki and Inazuma, meaning that she recognizes the difference as legitimate).

Well, then, clearly, there's only one thing to do with the money: Spend it all on buying presents for others! That way, there's no guilt over disproportionate treatment when they're the ones getting something for it.
