According to anime tropes, however, there's only two ways for this to go: Either the person who has the actual discussion automatically becomes the winner, with all her competition being gradually more and more dismissed as "not really serious about it all along" (the way Suzuya is already getting labeled, so she's functionally already dropped out of the running), and if some upstart rival formally declares she's going for the goal, and that shocks/forces a thus-far complacent heroine stuck in unresolved sexual tension (usually a childhood friend character) to actually get serious and declare, herself. Since Kongou and Suzuya aren't acting horrified, really, the only two who might possibly still stand a chance against Hibiki are Inazuma (who's also the first girl (wins), has had the most screentime, and stands up to the male lead the most/is shown to be on equal footing to him), and as a real longshot, Ruriko if she gets way more screentime after this.
