Based on how she hate him, I guess she's the constructed type

I'm reasonably certain all his ships are constructed, with a number under control, rather than only some being constructed. (But it's been a very long day at work, and I'm running low on translatium)

She's attached to not part of the Hisamura Fleet - so she could be either.

Ah, now I get what I felt off about Chiyoda in the last page: I got her mixed up with birii's Chiyoda who's an ex-JASDF pilot.

Come to think of it, that base was made of war orphans, child soldiers and resocialized criminals among others.

Doubt its hate than her being a no-bullshit light cruiser due to being slated as a command cruiser. Pretty much like your own adjutant bitching and moaning of you to git gud yet still does tasks given to her.
