Given the way I see this, I say the civilization in this picture have some hope. Agriculture is still going on(those paddy field are no way grown without someone planting it) and the traffic light despite the damages are on which means electricity was being generated. Not much but enough to sustain key operations.

The eternal question with images like this: how is the water getting up that building to make a waterfall like that?
