Hibiki the jester?

Ruffle pants! These can actually look pretty chic in real life, and I think some women could seriously rock an outfit like this.

For a plump woman, the contrast created by ruffles could emphasize her bountiful hips and show off her plentiful rear, while a slender girl can draw attention to her sleek ankles with a Capri length or her waist with a tight, contrasting top or even some midriff. A tall woman can bet against her strengths with pants like this, and using the horizontal patterns will make her look fuller, curvier, and more statuesque.

The one shown here just doesn't have the best design. I think the tiered ruffles on the sleeves and the ankles are a bit too much, and the colors shouldn't vary wildly. The pants probably need to be longer; these are more like below-knee shorts.

It's also not something I'd choose for someone young and petite like Hibki. A pattern like this might make a short person look a bit squat and childish, and if she wanted something playful and ruffle-fluffy it'd probably be better to use frilled shorts instead.

I think Hibiki would look cute in that. ...But change the pants to a skirt, please.

Hibiki is the one who decided to get Hamakaze drunk so they could use her for" matrtial".... The crow knew who the real enemy is.

Looks to me like her fashion sense's not actually good but somehow it matches with her perception of Akigumo.
