She must’ve really messed up if both the SCP foundation and GOC are working together.

Not that unusual. Both groups have a shared interest in protecting the ordinary from the anomalous, and they're probably the most common group of interest for the SCP Foundation to work alongside in stories and articles. The difference is in their methods, with both organizations thinking the other misguided at best. The GOC has a track record of making things worse just as much as if not more than the Foundation does, though, so they really aren't in a position to throw stones. More than once, they've taken what was a relatively harmless anomaly, tried to destroy it, failed, and ended up making it more dangerous than it was. On the other hand, some of things the Foundation protects probably should be destroyed when feasible.

The GOC has definitely messed up more than a few times (SCP-1609, SCP-1522, SCP-2002 and especially SCP-1730 although in more recent depictions their less brutal in their methods and will usually only try to destroy dangerous anomalies), But they've also helped the Foundation (and several other anomalous Groups). And it's not like the foundation hasn't made mistake before...
They were apart of a joint operation in SCP-191, aided in stopping the DEER in SCP-2845, Tried (And failed) to contain SCP-7004, even teaming up with the Foundation, Church of The Broken God, and Horizon Initiative in SCP-2217 to stop Sarkicism.
All that and they're very skilled at taking out reality benders along with the use of Thaumatology... Which they can apparently use for gender reassignment therapy? Couldn't really find any information on this one, I just found it was mentioned somewhere.
(You should give all the links a read, they're all excellent. I recommend 1730 and 7004 for last thought since they're long reads)
