Is there some figurative or idiomatic meaning of "その手の封印された妖怪" that I'm missing, or is it really supposed to be interpreted literally ("those youkai with their hands sealed")?

The grammar's puzzling me a bit too, but I believe that in this case, 手 means "kind" or "type". See if that works for you.

No, seriously. That's what I thought as soon as I listened to Sanae. I don't remember if she said it before or after this point, but I immediately thought "Hey, Sanae looks like she saw some recent movie with arc reactors and powered suits" when I saw a sample page of this episode, in which Sanae was saying she needed palladium.
