If ZUN wanted to he could be rolling in money, drinking all the beer he wants. But he is smart. We don't need bunch of Narutards and such start ruining the series for true fans. Also it means that ZUN will have to start making things official then.

Not to sound like a bad apple, but bringing in mainstream means ZUN will birth new "tards". Yes, even now we already have a handful of idiots, and i'd like to keep that ratio to handful.
As a fan of Naruto and Bleach, it gets harder and harder to tell apart an actual fan or a troll now a days.

"True fans"? Just.. just out of curiosity, are the "true fans" the ones who play the games, the people who have tried the games but prefer the fan-made materials (music, comics etc) or the ones who love the fanon despite not having played a single Touhou game in their life?

NMA fell back to that mentality when it came to anything not part of Fallout 1 and 2. At least for me, having the "true fans" attacking anyone who doesn't stick to their view of things tends to kill off a community. NMA is an absolute mess to go through because of how much hate there is for everything. I don't see what a "true" fan is or how someone would be a "false" fan for that matter. Or why it matters how many tards there are in a community.
I personally don't see how Zun has any more control with a fan-made animation than he does with a fan-made comic.
Touhou would not be mainstream with a fan-made anime since I don't see it being widely distributed. Negima !? and Hellsing are weird examples to use since neither were mainstream versions of an underground series. Mahou Sensei Negima is respectably large in Japan, more popular stateside apparently.
I thought the anti-ero guidelines was because there was some massive deal in Tokyo to ban ero works? I'd imagine selling ero works in Touhou, of which most of the cast is under 18 or appears to be under 18, may come into conflict with this.
I've heard Zun make weird comments in the past so I don't know.
tl;dr-ZUN's just kinda making some things that was already known [there will be no official anime ever, keeping things doujin only, etc.] more obvious.
