A prequel to the 1987 film The Red Spectacles, the film is set during the 1950s after Germany left Japan and the post-war government deals with anti-government riots and terrorism. The main protagonist, Kazuki Fuse, is a member of the elite Kerberos Panzer Cops, the Tokyo metropolitan counter-terrorism unit.
