On the 13th and 14th of May, 2020, on her Twitter, Shirakami Fubuki used the "Rookie VTuber" Shindan Maker and posted her results, getting Kyoumo Gyouza. Inspired by the description she received, Oshiruko created a design.

From there, Fubuki created a character sheet, introducing Gyouza as the first member of Hololive Hell, with the hashtag "False Rookie VTuber", even voice-acting her briefly.
