They should be the same artist.

Although the only connection between them is the Twitter intent ID "1095685762362806272", I found that searching for "R_cutiee" on Twitter also leads to "Lewd_Rinjo18", which is the latter's Twitter handle.

Additionally, I couldn't find any other connection between them.

EDIT:

This could have been verified through the posts already uploaded from Twitter under the former account, but the tweets they originated from have since been deleted.

I did, however, discover a subtle new connection: the latter account appears to have been created by the artist themselves, through user #734731, whose username is "kadari213", while the former's Pixiv stacc is "kadari".

Upon further investigation, I found that Twitter intent ID "1095685762362806272" corresponds to an account created on "Wed Feb 13 14:06:57 +0000 2019". The artist #479589 was created 8 months ago, and I added the Twitter intent link 7 months ago. Qpax added "https://twitter.com/Lewd_Rinjo18" to the artist #223377 3 months ago.

Based on this timeline analysis and the evidence above, I reasonably conclude that the account was renamed from "R_cutiee" to "Lewd_Rinjo18".

create alias muddy_mood -> akura514

While the artist still uses the name "muddy mood" on Twitter, "Akura" seems to be their current main name online, as they have a (relatively) recently created Twitter page with that name (albeit unused) and a Pixiv account where they post their current doujin series in pool #26450, with their previous account being inactive. I should've done better research before creating a new artist tag, but this should resolve the issue going forward.

However, they are actually not the same person. This can be confirmed from the latter's Pixiv page:
