No IMO, maybe the top panel if it were nude, but the bottom panel isn't loli, so I've removed it.

I feel pretty strongly that it's not. Pretty standard kids bathing suits in a non-sexualized context, they're just playing at a water park?
Based on the user's initial G rating too I think this is just a case of someone who doesn't know how tags work here.

Bizarre case, top half id say 100% loli but bottom half is adult. I doubt it will survive the queue due to ridiculous proportions anyway.
