    IIRC all the girls in the center are flagships.

    And I spot a DD who is in the wrong seat. And the trouble maker pilot is back.

    EDIT: I tagged all the characters that I can see. Not sure if I missed any. And I almost missed Tone. She hides really well...

    Oh and the girl in the big portrait on the left seems to be battleship Mikasa. Can't find anything about the one on the right.

    Notably, flagships of the Combined Fleet (basically the main fleet of the IJN, formed ad-hoc during wars and some naval exercises). Ooyodo is the only light ship to serve in that capacity (mostly because, well, they are losing the war).

    Mutsu could be an exception, 'though she had the arguably higher distinction of serving as the Emperor (Hirohito)'s flagship for a few naval exercises. Not sure if those count as the Combined Fleet.

    Edit: Nevermind, Mutsu briefly held the flag for Nagato when the latter underwent repairs.

    About Ooyodo: She was purpose built to be a flagship from what I remember, or rather refitted to be one.
